Through its 2018 Programme for Government, the Scottish Government committed to help those who will have most difficulty preparing for the introduction of Low Emission Zones in the four cities of Aberdeen, Dundee, Edinburgh and Glasgow.
The Bus Emission Abatement Retrofit Fund (BEAR) supports bus operators with the financial costs associated with engine and exhaust retrofitting to reduce emissions and improve air quality.
£3 million new funding has been made available in 2020/21 through the Low Emission Zone Support Fund to help more organisations prepare for the introduction of Low Emission Zones.
Grants are available to support the cost of retrofitting engines or exhausts on taxis, vans and HGVs to Euro 6/VI standard in order to help protect public health and meet LEZ standards or incentivise the disposal of non-compliant vehicles.

Households can apply for a £2000 cash grant to incentivise disposal of a non-LEZ compliant vehicle. This will include an additional offer of up to two £500 mobility grants or Travel Better vouchers for people to purchase a bike, e-bike or public transport voucher. For micro-businesses, the fund provides an incentive of £2500 cash grant per car or van to remove a non-compliant vehicle, replace it with a compliant vehicle, or to invest in an alternative mode of transport such as an e-cargo bike.
Administered by Energy Saving Trust, this programme is means-tested and offers help to those most impacted. It provides people and micro-businesses with financial support to travel more sustainably and comply with forthcoming measures to improve air quality and protect public health.
This funding supports the Programme for Government commitment to restart work on LEZs and supports earlier commitments to help those who will have the most difficulty in making the transition to the introduction of LEZs.

Find out about Retrofit Grants
The Low Emission Zone Retrofit Fund will provide micro-businesses who operate within one of Scotland’s four proposed Low Emission Zones, with support to retrofit their existing non-LEZ compliant vehicles with Clean Vehicle Retrofit Accreditation Scheme (CVRAS) approved solutions that meet the minimum proposed standards of the Low Emission Zones.
Grants are available to cover up to 80% of the cost of a retrofit solution:
- light commercial vehicles (LCVs) – 80% of the cost, up to a maximum of £5,000
- taxis – 80% of the cost, up to a maximum of £10,000
- heavy goods vehicles (HGVs) and refuse collection vehicles (RCVs) – 80% of the cost, up to a maximum of £16,000
