Scottish LEZ Exemption System – Help Guide Visual Guide Accompanying Text


Before you Register check you have the following:

Images of the Front and Back of your Blue Badge

1. Registering Your Scottish LEZ Exemption System Account

1.1 Accessing the Scottish LEZ Exemption system

1.2 Creating a new account

  • Click “Create a new account” at the bottom of the page
  • Ensure you have read and understand out Privacy Policy before submitting your information
  • Enter your email address ensuring this is correct to receive the activation email
  • Choose and confirm your Password (at least 8 characters long including one lower case, one upper case and one numeric character)
  • Click “Next

1.3 Adding your details

  • Enter all your (the Blue Badge holder’s) details as they appear on the Blue Badge
  • Initials are not required
  • The Blue Badge Number should be 16 characters long and NOT include spaces
  • Dates can be selected using the calendar or by typing in DD/MM/YYYY format
  • Enter the postcode the Blue Badge is registered to and click “Find
  • Select the correct address from the drop down menu
  • Click “Finish

1.4 Activating your account

  • After registering, check your emails to activate your account
  • You may need to change your email accounts spam settings to allow emails from donotreply-transportscotland@paysmarti.co.uk
  • Once activated using the link in the email, login using your registered details

2. Applying for Your Long Term Exemption

2.1 Adding Exemption details

  • From the ‘My account’ screen, click “Application
  • Under ‘Type’ select “Long Term Exemption” from the drop down menu
  • Under ‘Applicant details’ select your current Blue Badge from the drop down menu
  • Under ‘Vehicle details’ enter the registration plate of the vehicle you want to apply the exemption to
  • Under ‘Declarations’ confirm if you are the Blue Badge holder or applying on their behalf. If applying on their behalf, please complete the questions which appear after selecting this option
  • Click “Next
  • Ensure the details are correct then click “Proceed

2.2 Uploading Supporting Documents (Blue Badge Images)

  • Click “Upload supporting documents
  • Click “Add document”
  • From the pop-up, select “Blue Badge (Front)” then “Browse…
  • Find, select, and open the Blue Badge Image from you devices files then click “Add
  • Repeat these steps for “Blue Badge (Rear)” then click “Upload documents
  • Once the ‘Application confirmation’ page shows again your Exemption will be active. Click “Finish” to return to the ‘My account’ page

3. Uploading Evidence

3.1 Opening your saved application

  • From the ‘My account’ screen, click “My Applications
  • Find the application you wish to complete and click the 3 dots () next to it
  • Click “Upload supporting documents”

3.2 Uploading Supporting Documents (Blue Badge Images)

  • Click “Add document”
  • From the pop-up, select “Blue Badge (Front)” then “Browse…
  • Find, select, and open the Blue Badge Image from you devices files then click “Add
  • Repeat these steps for “Blue Badge (Rear)” then click “Upload documents
  • Once the ‘Application confirmation’ page shows again your Exemption will be active. Click “Finish” to return to the ‘My account’ page

4. Changing Your Exempt Vehicle

  • From the ‘My account’ screen, click “My exemptions
  • Find the Exemption you wish to change and click the “Vehicle” (green car) button next to it
  • Click the “Amend” (pencil) button next to the vehicle registration
  • In the pop-up, change the vehicle registration to your new vehicle
  • Click “Save” and the exempt vehicle will be changed

5. Changing Your Account Details

5.1 Account details

  • From the ‘My account’ screen, click “My details
  • Find the details you wish to change and click the “Change…” button below them

5.2 Blue Badge details

When changing Blue Badge details, you must first add your new details

  • Click “+Add
  • Enter your new Blue Badge number and expiry date
  • The Blue Badge Number should be 16 characters long and NOT include spaces
  • Dates can be selected using the calendar or by typing in DD/MM/YYYY format
  • Click “Save
  • Send an Email to LEZBlueBadge@transport.gov.scot to request your old Blue Badge details be removed
